Abstract:
The Lebanon Crisis Response Plan 2017-2020 is a joint, multi-year plan between the Government of
Lebanon and its international and national partners. It aims to respond to the challenges in a holistic
manner through the delivery of integrated and mutually reinforcing humanitarian and stabilization
interventions. The Plan maintains a strong focus on humanitarian assistance to all vulnerable
communities, while at the same time – in line with the commitments made at the 2016 London
Conference- strongly and continuously seeks to expand investments, partnerships and delivery models
that ensure recovery and enable progress towards longer-term development strategies.
In 2017, the Plan proposes a US $2.8 billion appeal plan to provide direct humanitarian assistance and
protection to 1.9 million highly vulnerable individuals and deliver basic services to 2.2 million affected
persons as well as invest in Lebanon’s infrastructure, economy and public institutions. This represents
an increase of 10 percent from last year’s appeal, a consequence of the increase in population targeted
due to worsened vulnerabilities across the different population cohorts.
As the crisis in Syria becomes increasingly protracted, its impact on Lebanon deepens. The Lebanon
Crisis Response Plan presents our strong collective vision to contribute to peace, security and stability
for Lebanon, support the most vulnerable communities and protect the rights of all. Our solidarity
matters and we must seize this collective momentum to deliver in partnership for the stability of
Lebanon and for all those living here in hope of a better future. Resumen:
إنّ خطّة لبنان للاستجابة للأزمة لفترة 2017 - 2020 هي خطّة مشتركة تمتدّ على عدّة سنوات بين
الحكومة اللبنانية وشركائها الدوليين والوطنيين. وتهدف إلى الاستجابة للتحديات بطريقة شاملة
من خلال تكامل وتعاضد التدخلات الإنسانية وتحقيق الاستقرار. وتركز الخطة بشكل جوهري على
تأمين المساعدة الإنسانية لجميع المجتمعات الضعيفة، بينما تسعى في الوقت نفسه – وتماشياً
مع الالتزامات المُعلنة في مؤتمر لندن في العام 2016 من أجل دعم سوريا والمنطقة – بجهدٍ
وبشكلٍ متواصل إلى توسيع الاستثمارات والشراكات ونماذج إجراءات التسليم التي تضمن انتعاش
الاقتصاد وتسمح بالتقدم نحو بناء استراتيجيات تنمية طويلة الأمد.
في العام 2017 ، عرضت خطّة لبنان للاستجابة للأزمة برنامجاً بقيمة 2.8 مليار دولار أمريكيّ من أجل
تأمين المساعدة الإنسانية العاجلة والحماية إلى 1.9 ميلون شخص شديدي الضعف، وتقديم الخدمات
الأساسية إلى 2.2 مليون شخص متأثّر بسبب الأزمة، بالإضافة إلى الاستثمار في البنية التحتية
والاقتصاد اللبناني والمؤسسات العامة. وهذا يمثل زيادة بنسبة عشرة في المائة عمّا كان منشوداً
في العام الماضي، نتيجة ارتفاع عدد السكان المستهدفين بسبب تفاقم أوجه الضعف لديهم وذلك
ضمن مختلف المجموعات السكانية.
كُلّما طالت الأزمة في سوريا ، ازداد تأثيرها على لبنان. لذا تعرض خطّة لبنان للاستجابة للأزمة رؤيتنا
الجماعية المتماسكة لضمان السلام والأمن والاستقرار في لبنان، ودعم المجتمعات الأكثر ضعفاً
وحماية حقوق جميع الأشخاص. فتضامننا مهمّ ويجب علينا اغتنام هذا الزخم الجماعيّ لنعمل معاً
في سبيل استقرار لبنان ومن أجل كلّ من يعيشون فيه أملاً منهم في مستقبل أفضل.
