Abstract:
This report highlights key issues that the sector
needs to address in order to maximize the po
tential of minigrids. These include:
1. Current regulatory structures are not appro
priately designed for decentralised infrastruc
ture.
2. Concessional capital commitments are not
being honoured / deployed.
3. Billions of dollars continue to be poured into
parastatal utilities that are failing to deliver qual
ity services, yet minigrids which are outper
forming utilities on service, connection rates
and costs remain marginalized.
