Do local and national governments in Africa do enough to reverse loss of environmental resources (MDG7, Target 9)? What actions are in place to halve, by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation (Target 10)? Is Africa on track to achieve a significant improvement in the lives of at least 100 million slum dwellers by 2020 (Target 11)? These questions were the starting point of discussions at this thematic session organized by UNEP, UN-HABITAT and the AfriCities Secretariat. Delegates stressed that without actions by cities and local governments, MDG7 would not be met. They said that decentralization of authority, policy development and financial resources was essential to allow local governments to address challenges posed by slums, water and sanitation. Delegates also underlined that, despite constraints, local governments should and can act now. One possible means to achieve results was through networking of cities.
