Abstract:
The World Bank Group (WBG), United Nations (UN), and European Union (EU) have developed this Reform, Recovery and Reconstruction Framework (3RF) in cooperation with civil society, Lebanon’s government, and the international community. It provides a roadmap to operationalize the findings of the Rapid Damage and Needs Assessment (RDNA) and other assessments in response to the devastating explosion at the Port of Beirut.
