This report results from a study mandated by OXFAM and conducted by EDESSA and ECA, under the H2ALL consortium project funded by the European Union in order to provide fundations for a restructuration of Water and Wastewater tariffs. This report, which is the first of 3 documents, presents the results of an household survey as well as interviews of Municipalities and Mukhtars.
