It argues that besides building more reliable services, they also contribute to the diffusion of useful technical skills, help redress the over-centralization of power in capital cities, and address the trust gap between many Middle Eastern populations and their governments. The project benefited from the insights of a distinguished advisory board of senior officials and experts as well as a working group of practitioners.
