Abstract:
The report explores environmentally sustainable approached to the provision of power, water, and waste management. It argues that besides building more reliable services, they also contribute to the diffusion of useful technical skills, help redress the over-centralization of power in capital cities, and address the trust gap between many Middle Eastern populations and their governments. The project benefited from the insights of a distinguished advisory board of senior officials and experts as well as a working group of practitioners.
