Résumé:Le Rapport du Panel « Une question de survie » contient l’analyse et les recommandations adoptées par le Panel, après deux ans de travaux sur la prévention des conflits liés à l’eau et le recours à l’eau comme instrument de paix. Il a pour ambition de relever le défi mondial lié à l’eau à tous les niveaux de manière globale et intégrée. Ce défi appelle une approche nouvelle sur le plan de la réflexion, des pratiques et des institutions, de l’hydro-diplomatie et du droit international, parmi d’autres. Abstract:
The Report of the Panel “A Matter of Survival” contains the analysis and the recommendations adopted by the Panel after two years of work in order to prevent water-related conflicts and to make water an instrument of peace. It has the ambition to address the water challenges in an integrated and comprehensive manner, at multiple levels, whether it is by fostering new practices, new institutions, water diplomacy or strengthening international law, among others.
