Le Royaume-Uni consacre 0,7 % de son revenu national brut ŕ l’aide publique au développement depuis 2013 ; l’Allemagne a atteint cet objectif en 2016. Les États-Unis constituent le premier pays donateur en valeur absolue, ayant doublé ses moyens en quinze ans. Ce constat en dit cependant trčs peu sur les facteurs sociaux, institutionnels ou conjoncturels qui ont permis ce résultat, et il ne permet pas de décrypter le consensus qui semble en ętre le fondement. Since 2015, the international concert of development policy has been playing a decidedly new score. With the Addis Ababa Conference on Financing for Development, the adoption of the Sustainable Development Goals, the COP21 and the Paris Agreement, a new horizon is now emerging: a universal sustainable development agenda, shared by countries in both North and South and designed to mobilise in unison all of the players, be they private or public, operational or academic.
