Résumé:
Malgré les incertitudes locales quant à l'intensité et la variabilité du changement climatique, la fréquence des événements extrêmes qui en résultent et ses impacts sur les ressources en eau, il y a urgence d’engager tout de suite des mesures d’adaptation dans la gestion des bassins, notamment transfrontaliers. Ainsi, la préparation de Plans pluriannuels de Gestion des Bassins des fleuves, des rivières, des lacs et des aquifères, nationaux et transfrontaliers, devient une priorité et doivent intégrer ces mesures d’adaptation.
A l’échelle des bassins transfrontaliers, une forte coopération entre les pays riverains est nécessaire, exigeant une attention à tous les niveaux et dans tous les secteurs. Pour asseoir une stratégie d’adaptation sur des bases solides, la participation de tous acteurs concernés est indispensable, en dépassant les frontières physiques, politiques et institutionnelles multiples, et en s’ouvrant à tous les secteurs d’activités liés à l’eau.
Certains organismes de bassin à travers le monde ont d’ores et déjà engagé des actions liées à l'adaptation au changement climatique. Il est aujourd’hui crucial de pouvoir tirer profit de leur expérience pratique et de favoriser les échanges entre toutes les institutions concernées par le sujet de l’adaptation au changement climatique.
Ce document identifie les expériences réalisées sur le terrain et vise à donner des conseils pratiques à travers 58 études de cas, et 63 « leçons à retenir », sur la façon de préparer et mettre en œuvre une stratégie d’adaptation au changement climatique solide, réaliste et opérationnelle à moyen et long terme dans les bassins. As 60 per cent of global freshwater flows cross national boundaries, transboundary cooperation in adaptation is necessary to prevent possible negative impacts of unilateral adaptation measures on other riparian countries and to support the coordination of adaptation measures at the river/lake-basin or aquifer level. Cooperation can enable joint development of more cost-effective solutions, which offer benefits to all or several riparian Parties. For example, uncertainty can be reduced through the exchange of information and combining the impact assessments and model results throughout the basin and thus increasing the reliability of modelling results. Transboundary cooperation in adaptation also helps to locate measures, such as flood protection infrastructure, in the basin where they have the optimum effect, which may be in another riparian country. Transboundary cooperation thus helps to share costs and benefits of adaptation and to increase the overall efficiency and effectiveness of adaptation in a basin.
The publication intends to compile, analyse and disseminate experiences, and thereby to demonstrate and illustrate important steps and lessons learned as well as good practices to take into account when developing a climate change adaptation strategy for water management in the basin or transboundary context. It includes lessons learned and good practices mainly from the programme of pilot projects under the United Nations Economic Commission for Europe Convention on the Protection and Use of Transboundary Watercourses and International Lakes implemented since 2010 in cooperation with partner organizations such as the Organization for Security and Cooperation in Europe and the United Nations Development Programme in the framework of the Environment and Security Initiative. It also includes lessons and examples from the ECE/INBO global network of basins and numerous other organizations working on water and climate change in transboundary basins, such as the International Union for Conservation of Nature, the Global Water Partnership and many others.
The publication serves as a complement to the Guidance on Water and Adaptation to Climate Change as well as to the previous handbooks of the International Network of Basin Organizations.
