Who will foot the bill for sustainable rural water services? Tackling the problem of under-funded water supply in low-income countries

Abstract:
In low-income countries (LICs) the capital costs of rural water infrastructure are deemed too high for communities to pay. Since it costs at least as much to keep water infrastructure working as to provide it in the first place, it is not surprising that communities can’t or won’t pay the whole cost of sustained service.

The main recommendations of this note are first that national governments should fulfil their mandates to deliver sustainable water services to all their citizens, especially to those living in rural areas who are typically more numerous and less well served than their urban counterparts. Second, that all the other actors involved – donors, NGOs and others – need to step up too and share the funding bur-den created by highly ambitious international service goals. And third, that any novel funding sources are carefully appraised as to their own likelihood of being sustained long-term.
