2 nd call for proposals, ACP-EU water facility

On the 31st March 2006, the European Commission launched a second call for proposals as part of the ACP-EU WATER FACILITY. The call for proposal concerns ACP countries (Africa, Caribbean, Pacific) and is open to a wide range of applicants.

The overall objective of the Facility is to contribute to the achievement of the Millennium Development Goals and the World Summit for Sustainable Development related to water and sanitation in ACP countries. More specifically, the Facility aims to financially support the development of water and sanitation infrastructures and improve the governance of water and integrated water management practices in ACP countries.

This second call for proposals follows the first launched in 2004. It has taken in accounts the recommendations made by observers and stakeholders at numerous international fora.

This call for proposal is divided in three components :
- Component A : Improve the management of water and governance
- Component B : Infrastructure development in the water and sanitation sector
- Component C : Civil society and decentralised cooperation initiatives

 

Information seminars

On 21 and 26 April 2006, in Brussels, the Commission will organise 2 information seminars about the call for proposals.

Similarly, seminar will be held at country level in each of the Commission's delegations.


Support to candidates

There are a number of ways candidates can obtain help to develop their proposal:

1) The commission has set up a help desk for a set period : call + 32.2.2997391 or see europeaid-water-facility-helpdesk@cec.eu.int

2) In early April, the Facility will post a web page to help organisations seek partners, co-donors.

3) The French Ministry of Foreign Affairs will help local organisations in West and Central Africa develop their proposal for the ACP-UE facility. To this end, pS-Eau in partnership with the PDM will host a series of 6 national workshops to help local governments and NGOs Centre write up their proposals:

-          Bamako (Mali) : 10 et 15 avril 2015

-          Cotonou (Bénin) : fin avril

-          Niamey (Niger), Dakar (Sénégal), Yaoundé (Cameroun) et Brazzaville (Congo) : début mai

4) IRC and the STREAMS Africa Coalition will organise, in sub-Saharan Africa, a series of workshops to help local authorities and NGOs (who do no have international partners) develop their proposals.

Members of the STREAMS network and countries concerned are the following : CREPA (Burkina Faso, Guinea, Guinea-Bissau, Togo, RDC, Côte d'Ivoire), TREND (Ghana), NETWAS (Kenya, Uganda), WATSANET (Tanzania), IWSD (Zimbabwe, Zambia et Malawi).
