Consequences of the recognition of the Right to water in Uruguay Pays: Uruguay Présenté par: Description: "Uruguay has a high rate of connection. The right to water was only recently established (2004). This case illustrates that to connect people the explicit RTW is not always necessary but to secure for the future the access to water, to have people staying connected and to provide the right to marginalised people legislation was necessary. Managing transboundary aquifers as a tool for environmenta stress-reduction and poverty alleviation Pays: Présenté par: Organisation of American States (OAS) - Pilote : Jorge Rucks Description: "The UNESCO/OAS ISARM Americas Programme identified the Yrenda-Toba-Tarijeno (Sistema Acuifero Yrenda-Toba-Tarijeno, SAYTT), a wide transboundary aquifer system beneath the Gran Chaco plain as a critical case study. This aquifer is part of the La Plata Basin and extends into Bolivia, Argentina and Paraguay over approximately 350 000 km2, covering about 40% of the Gran Chaco. The Yrenda-Toba-Tarijeno aquifer system most likely contains the majority of freshwater reserves in the region, although its potential is not well-known. Unfortunately, the three countries suffer from a fragmented approach of integrated management of their transboudary groundwater resources and from a lack of the required tools and implementation/enforcement capacity. In 2004 the three countries sharing the aquifer system have sought to draw attention to it by proposing the Yrenda-Toba-Tarijeno for an ISARM critical case-study to be developed within the larger GEF-funded project covering the entire La Plata Basin. In particular, this action/project within the SAYTT seeks to identifies joint management priorities and establishes a framework to adapt to increasing risks of major floods and droughts (El Nino events), as well as to prevent contamination from excessive sediment loads in the Plata estuary. The pilot project on the Yrenda-Toba-Tarijeno Transboundary Aquifer provides a comprehensive understanding of the transboundary aquifer system and its function in supporting human needs and providing environmental sustainability also, it provides guidelines on the application of integrated groundwater management in the particular context of a transboundary arid, environmentally stressed area, to be replicated at regional and international level. Since 2001, MIREP has allowed the development of 14 piped water systems based on public private contracts, respecting the local context, bringing appropriate technical, financial and institutional solutions in order to respond to the lack of investment and management capacities in the water sector in Cambodia. Studies for the protection against flooding have been carried for the whole city. 18 big catch basins have been analyzed. Pays: Présenté par: Green Cross Brazil Description: The Pantanal is an important basin facing various threats, such as deforestation, contamination by agricultural chemicals, sedimentation and construction of hydroelectric dams, destructive barge traffic, and threats to the implantation of highly polluting industries. It becomes important for the Ministry of Agriculture of Brazil to sum forces with Ministry of environment and with other Ministries and all stakeholders to improve the situation of the area’s sustainable development. It becomes evident that solutions could not be partial. It is necessary to make a treatment of the whole Pantanal Basin also called Alto Parana. All the stakeholders of Pantanal Basin having a channel to identify continuously their problems related to the six dimensions of Sustainable development: Territorial, social, Economic, cultural and institutional. This results on the long-term in continuous dialogues among stakeholders including farmers, communities, schools, universities and financial agencies and governments. Multiple interchanges using the newest information technology tools permit the improvement of the overall conditions of the Pantanal Basin. The expected impact in Pantanal includes the improvement of social situation of a big population of the region. The economic impact is related to the activities around pantanal region which are increasing. However, if they increase without care, they could produce such disasters that a largest wet area in the world could have important damages. We find that the most important impact is on the ecology and the environment which is very much with problems. The importance of the methodology is that the impact start from the local communities, goes on to the intermediate territories and then impacts the bigger issues. However, the importance is greater because it has implications on international trade and on international environmental problem solution. The indirect impact is that the importance of the Sustainable Development by sharing methodology and the extensive use of modern information technology tools organized specially in a software for organizing permanent dialogues among many kind of stakeholders will have a demonstrative effect on other regions of the world where this technology could be adapted and even improved. Cultivating Good Water Pays: Présenté par: Itaipu Binational - Pilote : Friedrich Nelton Description: "Itaipu Binational, in parallel with its mission “…generate electric energy with quality and social and environmental responsibility…” has been implementing, since 2003, the program Cultivating Good Water, which seeks to establish criteria and conditions to guide the social-environmental actions relating to the conservation of such natural resources, centred in the quality and quantity of the waters and the quality of life. The main challenge of the mentioned program, besides the binationility of the enterprise and its budget, was the change of its management paradigm, implementing 4 new management models: the territorial management, considering the hydro basin as a planning unit; the environmental management, which adopted the methodology and procedures according to NBR ISSO 14001; the original management, oriented by programs and projects; and the participative management, involving all the actors such as direct beneficiaries, partners and executors, through the capacity committees. The bulk of this strategic programme implements concrete actions of territorial planning, promoting the investigation and organisation of the region with a view to providing the rural producers and urban entrepreneurs with the necessary guidance to change their modes of production, with the application of environmental management criteria, with the transfer and dissemination of conservationist technologies. The actions are jointly executed by ITAIPU, Brazil and Paraguay, in the Hydrographical Basin of Rio Paraná III, granting priority to the sub-basins of São Francisco Verdadeiro (Brazil) and Carapá (Paraguay), constituting a total of 18 programmes and 108 actions, involved in the concept of “cultivating the water”, following the basic concepts of the ethics of care, that are absolutely essential to revert the utilitarian culture that accompanies our people since the Discovery, constituting the central axis of the actions of environmental education, that upholds and forms the underpinning of the entire Programme. All the process of environmental education and implementation of the actions of the Cultivating Good Water Programme, applies the content of global documents, such as the Chart of the Earth, the Goals of the Millennium.
