How?

As described in Chapter 6 of the European Regional Document prepared for the 4th World Water Forum in Mexico entitled "Financing Water for All : The Need for Solidarity Among Water Users", solidarity comes into play at different levels.

The different types of solidarity upon which the different water and sanitation provision methods in Europe are based illustrate the various solidarity systems that exist and can be implemented on a large scale. It may be within a country where the public authorities responsible for service provision even-out costs between rural and urban zones. Solidarity mechanisms also even-out differences between the rich and the poor, such as the solidarity funds set up by water companies or local authorities enabling people in financial difficulties to have their water and sanitation costs subsidised. Solidarity can also exist at the international level between wealthier and poorer countries through systems such as decentralised co-operation or the actions of NGOs specialising in water and sanitation issues.

Examples of international solidarity financing mechanisms exist in various European countries, in Australia, New Zealand, the USA and Canada. These are examples that are worth knowing more about and even replicating.
